NTC Drafts Circular for Philippine ISPs to Stop Child Pornography

In response to the Anti-Child Pornography Act of 2009 (Republic Act 9775), the National Telecommunications Commissions (NTC) has issued a draft circular this month that showed their plans to order all ISPs in the Philippines to report to the Philippine National Police (PNP) and the National Bureau of Investigation (NBI) any instance of child pornography.

“The notification can be by telephone, text, through on-line medium or through any other means. The information shall include, among others, the logs/access to Internet sites on child pornography,” the draft said.

Aside from monitoring internet usage, NTC will also order ISPs to install a software that will block internet users in the Philippines from opening illegal contents on the internet.

“The software shall be able to continuously identify all websites carrying child pornography materials and block or filter access to such websites,” the draft said.
